As part of the national NEES system, half of the operational time at the Tsunami Research Facility is designated for researchers funded through NSF's NEESR (NEES Research) grants program. NEES facilities may also be available for non-NEESR research projects funded by public organizations, particularly NSF grants, as laid out in the NEES shared use policy.

All NEES-approved projects are managed collectively by NEES Consortium, Inc. (NEESinc), and are subject to a formal Research Participation Agreement (RPA) with NEESinc.
